In the upcoming version (latest git code) there is even less guarantees, because cache will also keep some data weekly reachable, which would contribute to retained size (memory overhead of Map.Entry, WeakReference etc.) but not cached data size. This setting is just a "control gauge" for you to play with and to make a decision in memory vs. performance trade-off, and it has very little to do with actual memory consumption.
