It's the idea of the "simplest" name, 'ha-cluster.' Other names are more specific: ha-cluster-full (which gets you framework + data services), ha-cluster-framework-minimal (...,) ..., etc. So if you use the most general name (could be thought of as 'default' name since nothing specific is specified, you get the 'default' version.
