I don't know that it directly pertains, but in the install section of the referenced README, it says that the "ha-cluster-quorum-server" package should not be installed on a cluster node. As I can think of some very good reasons to have an HA quorum server, I think it would be better to say that "ha-cluster-quorum-server" shouldn't be installed on a node in the cluster that it will be providing quorum for.
