I don't know what I did wrong in the first place, but in an attempt to solve 
this I removed the mltproc0 node (the one that didn't start correctly) and then 
added it back in (with some frustrations)... and now mltproc0 can come into the 
cluster on reboot, but mltproc1 can not any longer. I am definitely still 
getting something wrong.
