Hi Stacy,
Failover_mode = SOFT is ok. Failover_mode = HARD for the logical host is 
usually not a problem, as there are hardly ever problems with shutting 
down an IP address.
So that's not it. Did you look for other interesting stuff in the ~2min 
before this happened. The STOP_FAILED message for your RG must have been 
only the last message of a series of error messages.

Other than that I have no clue.
