Neither of the linked threads suggest any problems with implementing plugin metadata through xml.
In fact, they appear to both be in favor of it. Given the ideals of separating metadata and code as well as facilitating external tools to interact with plugins (HP.o), I think we should go ahead and move plugin info into xml.
