I think these should definitely be core plugins as they are replacing functionality that is already in core. I'm also +1 for having the autocomplete plugin activated at install time as well, because it works if you have 5 or 5000 tags, whereas the panel should only be enabled if you know its gonna be slow with 5000 tags. This way the user doesn't perceive any slowness out the box, and if they enable the tags panel then they can be warned it might be slow with the amount of tags they have.
