1. Actually adding the permissions to the database and placing calls
to check permissions in the code.
2. Deciding what default groups, if any, other than an admin group
should be created at install time.
3. A way to manage the groups and the permissions assigned to them.
4. A decision on how plugins should handle adding permissions required
for their proper functioning. IMO plugins should just add their tokens
to the database and grant full permissions to the admin group, then
let administrators decide what other groups/individuals should have
what level of permission for these tokens.
5. A way to assign individuals to groups.
6. A way to grant permissions for individuals.
