I use xampp to the vista of standard settings, but in habari all Russian characters are replaced by "????? ?? ??? " Why all the tables in the database habari use latin1_swedish_ci and utf8_unicode_ci rather than the usual utf8_general_ci?
Maybe I do not do so? p.s.
