I think I failed in my initial message to present the problem
statement.  Let me provide that now:

Thinking about what the svn-ignorant can do, most can create zip
archives of their work.  Particularly, I'm thinking of theme authors,
who are typically inexperienced with source code control, but can dump
a zip on their own sites in no time.

Sending a zip file anywhere for someone else to commit is not a
solution to the problem statement, which requires that they be able to
do it themselves.  You can already send zip files places and request
someone do it for you - that's not a problem, and the solution I
proposed doesn't address that.

This also isn't primarily about creating a plugin and theme directory,
which is already in-progress and available (to some extent) via
http://habariproject.org/en/explore/plugins  This is about making it
easier for contributors to get their contributions into the extras
repo, should they choose to do so, and then later bridging this system
to an extant directory.
