To my mind, neither a feature nor a bug. the permalink is the important thing to find the post, and all will have one. The permalink to posts without titles would default to 'post', or 'post-2', 'post-3', etc, so they are never duplicated. If you want a different permalink, you can change it under the settings tab on the publish page.
