The ability to relate objects to one another can be used in all sorts of ways.
For example, menus, page hierarchies, threaded comments, categories are just a
few I can think of off the top of my head. Tags is another obvious one, so
we're now using a tags vocabulary, and that's been merged to trunk. One of the
advantages of this is that, at least in theory, now any object can be tagged,
not just posts.

Categories will be implemented in a plugin. It's also possible that tags might
be taken out of core and made into a plugin sometime in the future, we'll see.
