The post_tags_as_terms branch started in response to some tags related tests that grew out of #1220 and became #1235. Rick and I were basically looking at making the tags property of a post a proper Tags ArrayObject instead of an array, and associated changes that need to happen. We were aiming for 0.7.
Last I thought about it, things were actually working quite well. You should be able to get a pretty good idea of what's been done from the commits on the branch.
