Just my two pennies worth as a user, the habariproject.org/forums is to me the more natural place "as a user" to go and ask questions and get answers from other users, however if a developer pops in from time to time even better. Users have an inbuilt desire to help others and I'm pretty sure the forum will grow as habari grows
Habari-dev Google group I don't believe is as accessible to the common user / future users.
