The original code in the wiki worked fine for me, but there's no earthly
reason why you should have to execute raw SQL to get this result. So
r5028 includes a new method for doing what you want,
Tags::get_by_frequency()
If you're not using HEAD (or this doesn't make it into makaanga) then
