You note that you have PHP 5.18. I'm not sure what that means. Habari 0.9 is requiring PHP 5.3.3 or higher to work correctly. Even earlier versions of Habari required PHP 5.2. The latest 32 bit Wampserver includes either php 5.3.13 or 5.4.3.
