This is likely to be the same issue as we have logged at https://github.com/habari/habari/issues/427
Can you please let us know if there is a particular WAMP bundle you installed and if you are using 32-bit or 64-bit Windows 7. With a bit more info, we'll be able to build a similar env and try and test and debug this issue.
