As it is written, the maintenance mode plugin should be blocking feeds
as well as everything else on the site. The only exceptions should be
if you are a logged in user. Logged in users should be able to see
everything on the site. There has been a ticket submitted to have the
option to not block feeds, but this hasn't been implemented as yet.
