With Habari they are unapproved by default. There is a handy plugin called preapproved which you can install. This let's you customize the number of comments a person has to make ( anywhere from zero -not recommended - on up ) before they are automatically approved without action on your part. The plugin is available at http://www.habariproject.org/dist/plugins/, with many other plugins you might find helpful.
