Releases of Habari aren't on a regular schedule, since all developers are volunteers and we're still a small community. The next version will likely be ready as soon as certain key features are complete. The key features include access control lists, which will hopefully pave the way to a permission system for multiple-author blogging. There will be a few other new features included, but that's the main one (as far as I know) that constitutes the release.
