That would still work, but for ease of upgrading, best to keep all
your stuff in /user.

But it's still not working ? Check the page source and see if the
TinyMCE javascript has been inserted at the bottom. If not, check
tinymce.plugin.php and look for a function called
action_admin_footer(). What does the if statement say ?
