Sean did a good job of articulating many of my objections.

Overall, incubation seems to be characterized by a lack of control.  
This is characterized by a lack of control over a) hosting, b) - 
extras, c) bug tracking, and d) the wiki.

As a non-binding community member, I vote -1.
