I don't use Litespeed but do the following links help you in any way ?

I don't think your installation problems are related to file
permissions on '/user/' but something more fundamental.

Do you have an 'htaccess' file created and what is contained therein ?
Do you have rewrite enabled ?
Can you post a link to 'phpinfo.php' ?
