I asked about this in irc ( http://drunkenmonkey.org/irc/habari/2010-11-16#T21-25-29 ). Others there suggested trying getting rid of the .htaccess in your root directory, removing the RewriteBase / command from the .htaccess in the /test directory, and checking the rights on the files you uploaded. If none of these work, I'd visit #habari on freenode to directly talk to someone more knowledgeable than me.
