Regarding having trouble reproducing ticket 1403: I can reproduce it, and am willing to test potential fixes. Let me know.
I've got one installation that 0.6.6, and another that's 0.7-dp3 (upgraded from 0.6.6). Thanks to the dev team for the great instructions on upgrading 0.6.6 to 0.7-dp3, BTW. All I had to do was update the tags code, my comment form, and the xml for my theme, and upgrade my plugins.
