I imagine the number in the URL is simply the post ID of whatever system he's 
using, rather than a manual creation.

Habari could certainly be used to do this, with varying degrees of simplicity / 
effort. The simplest approach would be to use the Habari silo to upload and 
store your images and post each one as the only contents of a post. Then use a 
custom theme to display only the content of the post (the image) as a link to 
the previous post so you work your way backwards in the archive by clicking 
each image.

The posting of images is dead simple, but the custom theme to display them the 
same way would be more difficult and require someone with programming ability...
