Sorry for the lack of response, your email has been on my todo list since you sent it.
If I add a new user, they're automatically added to the authenticated group. Adding only the 'Manage dashboard modules' permission, I can log in as that user and view and add dashboard modules. If you're seeing something different, that's a bug. But I suspect you're saying you want the admin to add the dashboard modules and set permissions for other users to see them but not manage them. If that's the case, such permissions don't currently exist, but it definitely seems worthwhile. It would be worth opening a ticket for it, if that's what you mean.
