Someone "upgraded" your PHP to a version that doesn't have unicode support compiled into the regular expression functions.

This second problem will take a little more thinking...

My suggestion, if it's possible, is to ditch this host and use one that's not randomly disabling your regular expressions and hosting their own stuff on certain URLs of your server.
