I had this issue for awhile as well. As stupid as it sounds, try every single USB port. I can't tell you WHY it happened, but all but one of my USB ports, the HackRF doesn't work on. No matter how many reboots, uninstalling drivers, zadig usage, etc.
I'm guessing something in my install of Windows has caused it to not work as expected.
