I've got some code at https://github.com/miek/sdr-stuff/tree/master/pal that does just that. I've done a bit of cleanup and added some basic usage instructions just now, but let me know if you want any more info - I'm usually on #hackrf on freenode IRC as Miek. It'll also transmit a 1khz tone by default.
It doesn't do colour yet, so strictly it's not really PAL but oh well.
