The sampling rate depends upon the problem. For instance, using a 8 MHz sampling rate to listen 16 kHz signal is overkill. No, the pi can't support high sampling rates. Even the Raspberry pi3 is to slow to run an SDR and the HackRF and do anything useful - except possible capture signals directly with the HackRF. And even then writing to microSD card may limit the sampling rate.
