Are you able to use any other SDR tools with your setup?  I recommend
trying SDR# (http://airspy.com/download/).

Unfortunately I'm not familiar with SDR-radio v3 and I'm away from my
Windows test system until April, so I'm unable to test it.  Hopefully
someone else on the mailing list has experience with it.
