Hi hacky and jupiter hackers,

I updated Jupiter to support automatic reviewer filter.
The "automatic" means that the filter person in the reviewer or assigned
to field is automatically changed to the person corresponding to the
reviewer ID on the review phase selection.

This filter helps reviewers to hide (or not to cheat)  the other
reviewer's comments in the individual phase so that they can fairly
review a code without bias. This might bring more high quality of a
review session.

It also helps the rework persons to modify only the review issues
assigned to them in the rework phase so that we can avoid anyone changing
the assigned person's issues.

For the next CSDL review, Melissa, try to use the following filter settings
(default setting from the Jupiter 2.1.913).

Individual filter setting:
* reviewer filter "on" -> "automatic"
(Each reviewer can not see the other reviewer's comments even if they
updated from CVS because of the filter).

Team filter setting:
* resolution filter "on" -> "unset"

Rework filter setting:
* assigned to filter "on" -> "automatic"
* status filter "on" -> "open"
(Each reworker can not see the other reviewer's assigned review issues because
of the filter).
