It seems like the consensus is:

- hackyReport should require unique names for series in all cases.
- hackyReport should throw an exception if duplicate names are passed.
- this restriction should be specified in the JavaDocs for the API.

I've created a Jira issue and assigned to Hongbing to implement this:
