Thanks to a hint from Tim, I've now figured out how to allow people to browse Jira 
project issues without having to login.  What's cool about this is that you can now send 
Jira links to anyone that they can use without having to sign up for an account, remember 
a password, and so forth. Here's an example:

<http://hackydev.ics.hawaii.edu:8080/browse/HACK-44>
This is enabled for all projects by default. If you don't want public read-only access to 
your project's issues for some reason, please let me know.
