[HACKYSTAT-DEV-L] checkstyle and junit default behavior

Hi,
Philip says he doesn't care. Only Aaron voted, so we go with him. I
changed build script, so that the defaults are:
 checkstyle.failOnViolation=true
 junit.haltonfailure=false
But please remember that the defaults can be overriden in your
"hackystat.properties" file. Just copy and paste the above 2 lines to
that file, and change the values to whatever you desire.
