In writing the documentation for the CLI installer, I tried it out and found that it installs a .logout file into C:\Documents and Settings\johnson.

Of course, it's not going to do much good on a windows box. :-)

I'm wondering if the CLI installer (actually the "Unix" CLI installer) should check the OS and signal an error if you're attempting to install onto Windows.

On the other hand, will the CLI installer work OK if the user is using Cygwin? And if so, is c:\Documents and Settings\<user> the correct location for this file?
