I think 90% chance it's me. I changed telemetry analysis code, but
forgot to invoke a Hackystat-ALL build on the dev box during day time (I
could never build the damn cgqm thing on my own box).
But the good thing is that this is one of those permissible build
failures. It's exactly what the nightly build is supposed to detect.
