Tool specific or not tool specific is largely in daily project objects.
I think it's a policy issue whether we want to make
DailyProjectFileMetric tool specific. If so, why give file metric
special treatment? Shall we make everything tool specific, given "tool"
is a mandatory entry in every sdt.
Philip is in a better position to make policy decisions. If we decide to
go that way, then no matter how hard it is, we need to implement it. (By
the way, it's not hard to make DailyProjectFileMetric tool specific, the
plumbing's already there.)
