Attachment: tasktracker.patch
This patch lets the tasktracker ask for a new task as soon as a task is
finished, else it just waits for 10 seconds to get a new task. This is part of
Ben's patch submitted to HADOOP-249. This patch also combines the patch to
HADOOP-283.
