I changed the workflow in Jira yesterday, adding a "Patch Available"
status for issues. Folks should use this when they believe a patch is
ready to be reviewed and committed. The list of issues in this state
(http://tinyurl.com/lazcw) is the queue of patches for committers to
review. So, if you want your patch to get committed, please put it in
this state. If a committer judges that an issue in this state is not
actually ready for commit, then he-or-she should re-open the issue.
