When connecting, we should first create an unconnected socket, then attempt to
connect with an explicit timeout, and retry the connect if it fails. Otherwise
the retries are subject to whaterver the default timeout is. Since, with this
patch, we're connecting much more, the connect timeout is more significant and
should not be left to the system default.
