What seems to be happening is that info port and RPC port for tasktracker is 
assigned consecutively in MiniMRTestCluster. Somehow after port rolling the 
http port is identified as RPC port. I changed the port allocation in 
MiniMRCluster.java:116 and stopped getting this exception. 

                jc.setInt("mapred.task.tracker.info.port", taskTrackerPort++);
                jc.setInt("mapred.task.tracker.report.port", taskTrackerPort++);

changed above to non consecutive numbers. I will investigate this further and 
submit a patch for MiniMRCluster or HADOOP-565, wherever its needed.
