JobTracker history should link to failed task attemps for tasks that succeeded

Jobtracker history should show a link to task attempts that failed but the task
later succeeded. These could be killed speculative instances or actual task
failures. currently if a task succeeds then job details page doesnt show those
tasks as having failed attempts.
