HADOOP-1269 moves chooseTargets outside the FSNamesystem global lock. Is it
possible to adopt a similar approach to chooseExcessReplicates too? This might
be helpful because this algorithm might be heavy on CPU usage, especially in
the (rare?) case when there are many excess replicas.
