I probably should have posted my version of the patch before committing it, to 
get feedback.  Sorry.

The goal of my changes was primarily to make it so that we're not replicating a 
lot of information that's kept more accurately elsewhere, like the list of 
current versions and the list of current release notes.  So I removed that 
table and added a link to Jira.  Now, when we make a release, we don't need to 
update the documentation.
