contributors: please include updates to CHANGES.txt in patches

Hadoop contributors,

Since HADOOP-1667, the format of CHANGES.txt now permits folks to 
include change messages in patches.  Please do this, as it makes things 
easier for committers, as they no longer have to generate a description 
of each patch suitable for end-users.
