Advantages of revisions:
- Unified mechanism for supporting appends and detection of stale replicas
- No need for persistence of revisions

Disadvantages of revisions:
- Slightly more memory on the Namenode

I don't think that using new block ids simplifies the semantics and recovery. I 
should qualify that, new block ids don't simplify implementation and recovery 
unless the old blocks are copied on append/truncate. If hard links are used the 
semantics and recovery scenarios are equally complex since deltas will show up 
in both copies. There is a not insignificant performance downside if blocks are 
copied on append/truncate.
