A directory is 'navigable' iff its executable bit is set. A good example is a
bin directory in a user's home. They might not want people to list the contents
of their home directory, but they want to share binaries they've built in
/home/foouser/bin. They can set /home/foouser to 0711 and /home/foouser/bin to
0755 to effect this. In HDFS, this might be a common directory
"/foo/bar/upload" with different users/groups able to list the contents of a
subset of known subdirectories, but they would be prevented from listing the
contents of /foo/bar/upload.
