stack reopened HADOOP-2029:

Patch build #926 failed in log rolling test. On examination, extra logging has
uncovered our writing a region after it has closed. This post-close write was
lost but it was adding an entry in the lastSeqWrite map inside in HLog which
was never going to be cleaned up. Subsequent log rolls would not be cleaned
because of the presence of htis entry.
